Overview
Before starting pupillage, Louis worked in Westminster, where he served as a special adviser to the Government Chief Whip and subsequently to the Secretary of State for Northern Ireland. In the latter role, he worked with ministers and civil servants on the passage of the Legacy Act, which established a new public body to investigate serious offences committed during the Troubles.
Louis then joined the public affairs team at the Local Government Association, where he focused on its advocacy on English devolution and special educational needs reform.
