The Kark Review was an Inquiry on behalf of the Minister for Health into the Fit and Proper Person Test in the NHS 
Tom Kark QC was instructed in a Government commissioned inquiry to conduct an independent review into the working of the fit and proper person test as it applies to the board directors in the NHS. The inquiry involved interviewing 50 organisations and individuals.
